Sift dry ingredients together. Cut in shortening until crumbly. Sprinkle water over mixture, tossing lightly with a fork until dough just holds together. Turn onto floured board and knead until smooth. Cover and let stand 5 minutes.
Roll out into rectangle about 12 by 15 inches, no more than ⅛ inch thick. Cut into 3 inch squares.
Drop squares a few at a time into deep fat at 365°. Fry until golden brown (about 3 to 4 minutes) turning often to make the puff evenly.
Drain on paper towels. Sprinkle with cinnamon sugar while still hot. Keep warm in oven until all are cooked.
Drizzle with honey just before serving.
These can be made ahead of time and reheated in a 350° oven until warm.
